Description

1) Solicitation FA5004-23-Q-0027 is a Request for Quotation (RFQ). Submit written offers (oral offers will not be accepted), for aforementioned solicitation number. The Government will establish a Blanket Purchase Agreement resulting from this solicitation to the responsible contractor whose quote confirming to the solicitation will be most advantageous to the Government, price and other factors will be considered. All firms or individuals responding must be registered with the System for Award Management (SAM) IAW 52.204-7.





2) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 06 June 2023. The DFARS provisions and clauses are those in effect to DPN, effective 27 Apr 2023. The AFFARS provisions and clauses are those in effect to AFAC 2023-0508, effective 08 May 2023.





3) This requirement is solicited as a 100% total small business set aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 238990 with a small business size standard of $16,500.000.00.



The 354th Contracting Squadron on Eielson Air Force Base, Alaska, intends to establish a Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA) for the acquisition of fire extinguisher re-certification services described in the Performance Work Statement (PWS). This requirement will have a five year ordering period from establishment of the BPA - example ordering period (01 July 2023 through 30 June 2028). The Government intends to establish one BPA, however, the Government also reserves the right to not establish one at all. This requirement will be for performed in Eielson Air Force Base. Ordering activity will be managed by 354th CONS (us) for calls made under the BPA; IAW with DFARS 252.232-7009. Ordering procedures under the multiple award BPA are as follows:



(i) Orders at or below the micro-purchase threshold of $2,500 for Services. The ordering activity may place orders at or below the micro-purchase threshold under GPC payment methods.



(ii) Orders exceeding the micro-purchase threshold but not exceeding the maximum call limit at $25,000. The ordering activity will provide an ordering guide on how to manage the BPA (e.g. providing call registers, placing calls). Additionally, the authorized callers list (personnel that can only place a call for supplies and services under the BPAs) will be issued-out to the BPA holder; authorized callers list will be re- issued if update or changes are made.The BPA will be centralized; meaning the authority will stay within 354th CONS to place calls for supplies and services under the BPA. The BPA will have a maximum call limit of $25,000, with a BPA Master Dollar Limit at $250,000 maximum.(**NOTE: It is not to be interpreted that contractor(s) will be awarded a contract valued at $250,000. The $250,000 Master Dollar Limit is the ceiling for which all accumulative total calls shall not exceed.**)



4) The Pricing Schedule is incorporated as Attachment 1. Vendors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this solicitation.



5) The government intends to award a firm-fixed price BPA for the following: See Attachment 1: Pricing Schedule, See Attachment 2: Performance Work Statement,



6) Delivery shall be FOB Destination. Contractor shall include delivery schedule information on the Pricing Schedule, Attachment 1. All services shall be provided for: Eielson AFB, Alaska 99702



7) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2015) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditionsof FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:



1. To assure timely and equitable evaluation of the proposal, the vendors must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.



2. Specific Instructions: The response shall consist of one separate parts:



Part 1- Price - Submit one (1) copy of price schedule and any pertinent additional information. Listed quantities in the price schedule (Attachment 1) are not official quantities set forth for this requirement, but total prices - per line item - will be compared to average local and industry costs as a method for the Government to evaluate quotes fair and reasonable.



3. Award will be made to the vendor whose quote is conforming to the solicitation and is determined to be the lowest total evaluated price which is comprised of the sum of all CLIN's.
