Description

This is a Sources Sought Notice only. It seeks information from small business sources that can provide supply of sub-bituminous coal to locations in Alaska. No solicitation is being issued at this time. The amount of information available for publication at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10.



The Defense Logistics Agency (DLA) Energy seeks potential small business sources to provide supply and delivery of sub-bituminous coal via rail (FOB destination) to Fort Wainwright and Eielson AFB in Alaska. Fort Wainwright's estimated annual requirement is 200,000 net tons (NT) and Eielson AFB's estimated annual requirement is 210,000 NT. Delivery is FOB destination via rail.



The Government may award indefinite-delivery, indefinite quantity type contracts with fixed price for a period of performance of one-year with a potential for up to three (3) option years beginning on or about October 1, 2023.



Responses are due Friday February 24, 2023 by 4:00 p.m Eastern time and are limited to not more than 5 pages. The Government will use this information, in addition to other information obtained, to determine its small business set-aside decision. Any information provided by industry to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice.



E-mail submission to dlaenergy.coalteam@dla.mil. In the event a decision is made to set-aside line requirements within the solicitation, an offeror who certifies as a small business and offers on a line item set aside for exclusive small business participation must:




  • Propose to furnish coal from a mine owned and operated by a small producer, which is defined by the Small Business Administration

  • Clearly demonstrate a direct relationship between the mine owned and operated by a small business producer.

  • Propose to supply coal exclusively from the small business producer(s) that will be utilized during the contract performance period in the quantity required.



Interested companies should respond to the following:




  1. Provide a company profile to include number of employees, office location(s), DUNS/CAGE code number, Unique Entity ID, and a statement regarding the current business status. Please note that registration in the System for Award Management (SAM) is required for DLA Energy contractors.

  2. Provide a summary of experience in supplying sub-bituminous coal, sources of that coal, and quantities supplied annually. In addition, provide specifications of coal supplied, including moisture (as received), BTUs (dry), ash (dry), sulfur (dry).
