Description

The 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska, intends to award a firm fixed price, single-source Blanket Purchase Agreement to The Hotel Alyeska and Alyeska Resort Alaska, 1000 Arlberg Avenue, Girdwood, Alaska 99587. Under the authority of FAR 13.303, the proposed contract action is for retreat support services for Joint Base Elmendorf-Richardson (JBER). The contractor shall provide an all-inclusive resort facility for off-site military marriage retreats, singles retreats, and off-site meetings. The location must provide the atmosphere and ambiance for up to 40 married couples and 30 singles to be in a relaxed and non-stressful environment. The purpose of these retreats are to enhance singles, married couples, and families to sustain positive, enriched relationships for Airmen and Soldiers. The contractor must be at least 40 miles from JBER, open year round and provide retreat support services to include lodging, conference rooms, food and recreational activities required to host Chaplain Corps retreats.

The contractor shall provide lodging, conference space, recreational activities, and food. Lodging shall be available for up to three nights per retreat to include hotel style rooms with two queen or full sized beds in each room, private baths, and modern amenities to accommodate at least 2 adults. All lodging facilities shall be cleaned according to applicable state law and come equipped with linens, towels, and other supplies adequate for the occupancy rate. The contractor shall provide buffet style or a voucher per person with premium hot meals for breakfast, lunch, and dinner with the staff necessary to set up, serve, and clean up the area after eating. The contractor shall provide sufficient onsite conference rooms with air-conditioning and heating capability for climate control, furnished with chairs, round tables, and a podium/speaking stand, audio/visual equipment for all retreat days to include projector, screen, & sound system (computer & microphone sound connections). The contractor shall provide recreational activities to assist in developing attendees personally and professionally through challenging obstacles, teambuilding, and competition. Amenities/activities should include, but not be limited to, hiking trails, health club with full complement of free weights and cardio equipment, swimming pools, spa, restaurants, shops, rental equipment, and other onsite retreat activities. The contractor must be capable to process payment by Government Purchase Card.

The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.501(a).

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES AND NO SOLICITATION IS AVAILABLE. The circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations, who believe they can meet the requirement, may submit their capabilities and qualifications to perform the requirement in writing to susan.reinhart.1@us.af.mil and robin.cole-barden.1@us.af.mil no later than 2:00pm, AKSD, Friday, 28 January 2020. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
