Description

Notice of Intent to Award Single Source:





The Government intends to award a single source Firm-Fixed-Price contract to a single source, N C Power Systems Co., in accordance with FAR 13.106-1(b)(1)(i) (only once source reasonable available). The contract will be for a 4 Month Portable Office Space Generator Lease with delivery, installation, maintenance, and removal, in support of the Missile Defense Agency (MDA).





Location: Joint Base Elmendorf-Richardson, Alaska (JBER)





Period of Performance: 1 May 2023 through 31 August 2023





Service Description:





The minimum number of generators to allow for steady-state, full-load power consumption of the portable office space complex (150 amperes – 40,000watts). The generator(s) shall have the capability of running not less than 48 hours continuously, without refueling, while providing the full-load power consumption. The contractor will need to provide and install an automatic transfer switch to ensure near-uninterrupted power in the event of a loss of installation power. The contractor will provide training on the proper operation, startup, and shutdown of the generator(s). The noise level for the generator(s) shall be minimized to the greatest extent practicable, and the generator(s) shall have a spill containment system.





The contractor shall be able to respond within two (2) hours of a notification of a generator(s) failure, and the repair or replacement of the generator(s) must be complete no later than six (6) hours after notification.





The contractor will be required to deliver, install, uninstall, and remove generator(s). The contractor will also be required to perform all maintenance (including oil changes) on the generator(s).





This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a bid, proposal, or quotation, which will be considered by the Government. The Government will consider responses received before 2:30pm, Alaska Standard Time, on 23 January 2023. Information received will be considered only for the purpose of determining whether to conduct a full and open competition. The Government will not pay for any information received in response to this notice.





A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.





Contractor Response Requirements:






  • Contractors must include the following information:

    • Points of contact, address, email addresses, and phone numbers;

    • Identification as a large U.S. business, small U.S. business, or a foreign business (note: size standard for NAICS 532490 is $40,000,000.00);

    • Identification of any other socioeconomic status including: Women-Owned Small Business, Economically Disadvantage Small Business, 8(a), Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, or HUBZone; and

    • UEI.








  • In your response, you must address how your service meets the service description listed above.






  • Responses are limited to 10 pages in Microsoft Word or Adobe Acrobat pdf formats.
