Description View Changes

Update 1 (12/07/22): The RFQ attachment removed the requst to provide a GSA contract number. Since this is an open market solicitation, no GSA contract number is required. This was inadvertently left in the RFQ but has now been removed and an updated attachment provided.



Update 2 (12/07/22): The contractor does not have to have personnel to offload the antenna in Alaska. Personnel at the site will handle offloading.



Update 3: (12/07/22): All items listed in the Statement of Work for shipment are not stackable. FEMA will supply a forklift at the pick-up site, and the State of Alaska will supply a forklift at the drop-off location.



Update 4: (12/08/2022): Below are a list of questions and answers for this requirement.




  1. Question: Would the government be open to a barge option to Alaska? Answer: As identified in the statement of work, the items need to be picked up and delivered in a fashion that permits side-loading and unloading. As long as they are picked up and delivered in that fashion, that would meet the requirement.

  2. Question: Does the contractor need to provide people to physically load the antenna in Virginia? Answer: Machinery for loading, along with personnel to operate the machinery (ie: forklifts) will be provided and operated by on-site personnel at both locations.

  3. Question: Are there any crates that can be doubled stacked? I see the update says "all items" cannot be stacked but just want to be clear if any of them can be? Answer: Some items are galvanized steel tower legs, others are crates partially made of cardboard and wood. It can be assumed that steel tower legs can be stacked to a certain extent, but expertise is required to identify what can be stacked, and how they are loaded.





This Reqest for Quote (RFQ) is for a firm-fixed price (FFP) purchase order to provide on-site labor and expertise for loading of a US Antenna Products (USAP) LP1001 system, to include antenna, tower, and rotor bypass kit, as well as transportation of the system from the pickup address at MWEOC to the delivery address in Alaska. Pickup at MWEOC in Bluemont, VA. See Statement of Work (SOW) for items to be transported. Vendor must be able to pick up the items within 14 days of award of contract. Awardee will be chosen based on the lowest priced technically acceptable. You must be able to accommodate all criteria in the SOW to be considered technically acceptable. If you cannot fulfill the SOW as written, do not submit a quote. Refer to the SOW for points of contact for picking up the shipment at MWEOC and dropping off the shipment at its destination.
