Description

This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis. The NAICS code is 621511 and the size standard is $41.5M. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. The Medical Readiness Contracting Office - Pacific intends to award a firm fixed-price, non-personal services contract for Medical Specimen Laboratory Testing for Bassett Army Community Hospital, in Alaska. During periods of equipment failure or prolonged maintenance, the Contractor shall serve as the laboratory’s back-up for the Chemistry, Blood Bank, Coagulation, Urinalysis, Hematology, Serology and Microbiology sections.





A contractor within the Fairbanks, Alaska immediate area shall perform testing on all samples sent to the Laboratory by the BSAC Laboratory. Specimens will be sent to the Contractor by the BSAC Duty Driver and received at the Contractor through the hospital Emergency Department. BSAC lab will ensure each specimen is in the appropriate tube/container, labeled per the Contractor lab requirements and accompanied by legible ordering information to include the specimen processing priority (STAT, ASAP, Routine).





STAT blood specimens, cerebrospinal and other body fluids will be processed immediately. Completed test results shall be received by the BSAC Laboratory on a standard Contractor laboratory result form via FAX within one hour of specimen receipt. Allowable exceptions will include subsequent microbiological testing which requires culture growth time.





ASAP blood specimens and other fluids shall be processed such that completed test results are received by the BSAC Laboratory on a standard Contractor laboratory result form via FAX within 2 hours of specimen receipt. Allowable exceptions will include subsequent microbiological testing which requires culture growth time.





Routine blood specimens and other fluids shall be processed such that completed test results are received by the BSAC Laboratory on a standard Contractor laboratory result form via FAX within 8 hours. Allowable exceptions will include subsequent microbiological testing which requires culture growth time.





This requirement is for a 5-Year Ordering Period: 15 November 2023 – 31 May 2029, with the FAR 52.217-8, Option to Extend Services





The Medical Readiness Contracting Office - Pacific intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures. Interested organizations may submit their capabilities and qualifications to perform the effort in writing no later than 6 October 2023 at 10:00 AM Hawaii Standard Time. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.





Vendors are invited to submit information demonstrating their ability to fulfill the requirement in the form of a capability response that addresses the specific requirement identified in this notice. Responses to this notice should include company name, address, telephone number, point of contact (POC), and brochures which will allow the Government to understand your offerings and options. Capability statements should be submitted to the attention of Charis Naito, Contract Specialist, charis.k.naito.civ@health.mil. Telephone responses will not be accepted. All vendors providing to the Federal Government are required to be registered in the System for Award Management (SAM) registry with NAICS code 621511.
