Description

CONTRACT INFORMATION: This is a pre-solicitation notice for Request for Proposal (RFP) W911KB24R0009 Single Award Task Order Contract (SATOC) for Barrow Coastal Erosion Reduction. The solicitation is set aside for 8(a) small business firms. The IDIQ is for the construction of approximately 5 continuous miles of coastal erosion protection comprised of a revetment, armored berm, and raised and armored road along the coast of Utqiagvik. The contract will include multiple firm fixed price task orders to accomplish the overall Barrow Coastal Erosion project. The IDIQ SATOC period of performance is 7 years after date of contract award. The cumulative amount of task orders awarded under this SATOC shall not exceed $499,950,000.00 for the life of the contract.



The estimated dollar magnitude of the seed project is anticipated to be between $100,000,000 and $250,000,000 and the completion date will be approximately 1300 calendar days from notice to proceed.



The procurement will be conducted using best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. There is no stipend authorized for this procurement. Offerors are advised that a contract resulting from this solicitation is subject to availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All Offerors are advised that this project may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/); joint ventures must be registered in SAM as the joint venture. An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award.



NAICS Code of Acquisition: 237990. The Small Business size standard is $45,000,000.



Davis Bacon Act will apply.



(1) PROJECT INFORMATION: USACE - Alaska District has a requirement to construct approximately 5 continuous miles of coastal erosion protection comprised of a revetment, armored berm, and raised and armored road along the coast of Utqiagvik. The structure extends from approximately the end of the Runway in the southwest to Dewline Road in the northeast. The revetment section consists of a layered system of filter rock, core rock, B rock, and 2.7-ton armor stone.

(3) OBTAINING THE SOLICITATION: The solicitation for this project will be provided in electronic format only and is currently scheduled to be available for download on or about 5 December 2023. It shall be the contractor’s responsibility to check websites for any amendments. The offeror shall submit in the proposal all requested information specified in this solicitation.
