Notice of Application for State Air Quality Permit AQ0225MSS04 AP&T Company, Tok Power Generating Station


The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Minor Permit AQ0225MSS04 for the Tok Power Generating Station. ADEC intends to add the requirements of AQ0225MSS04 to Operating Permit AQ0225TVP05 by administrative amendment. Applicant: Alaska Power & Telephone Company PO Box 3222 Port Townsend, WA 99801
Location: 63º 20´ 7.68" North; 142º 59´ 51.04" West
Activity: The application for Minor Permit AQ0225MSS04 is classified under 18 AAC 50.508(6) for revising or rescinding the terms and conditions of a Title I permit. The project is also classified under 18 AAC 50.508(5) for owner requested limits (ORLs) to avoid a minor permit under 18 AAC 50.502(c)(3), and to avoid the stationary source being classified as a PSD major source under 18 AAC 50.306.
Emissions: Potential emissions will increase by 2 tpy for SO 2 . Potential emissions will decrease by 24 tpy for CO, 3 tpy for VOC, and 3 tpy for PM-10 and PM-2.5.
Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit for the project under AS 46.14 and 18 AAC 50. Available Information: Copies of the permit application, ADEC’s preliminary permit and technical analysis report (TAR) are available at the following offices:

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
