NOTICE OF REQUEST FOR PROPOSALS

RFP No. 25242007 – Seward Hwy MP 14 Railroad Crossing Reconstruction Design Services

The Department intends to enter into a negotiated agreement for professional design services for the Seward Highway MP 14 Railroad Crossing Reconstruction project. The project will reconstruct Seward Highway Crossing (#4054) to accommodate ARRC’s project to raise railroad grade. Work will also include drainage improvements, roadside hardware, and utilities as needed.  Required professional services will include Environmental Activities (engineering support for environmental document), Surveying & Right-of-Way Mapping, Hydrologic and Hydraulic Design, Design Study Report, Public Involvement, Erosion and Sediment Control Plan, Plans, Specifications, Engineer's Estimate, Assistance During Bidding, Assistance with Design Project Closeout, and Assistance During Construction.

A complete description of services is contained in the RFP Package.  Estimated period for performance of the Agreement is approximately November 2023 to June 2026.  Cost of these professional services is expected to be in the range of $500,000 to $1,000,000.

The Request for Proposals (RFP) Package will be available August 24, 2023 and may be obtained in person from the DOT&PF plans room at 4111 Aviation Avenue in Anchorage, AK. Persons residing outside the Municipality may obtain an RFP Package through the mail by telephoning (907) 269-0408.

Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received no later than September 14, 2023, prior to 4:00 p.m. prevailing time.
