This is a pre-solicitation notice for two upcoming requirements for Architect and Engineering Services:

FXSB 21-1054, Repair Aircraft Maintenance Facility; and FXSB 21-1055, Repair Air Freight Terminal.

No Solicitation has been released at this time and the Government will neither accept nor evaluate any offers received prior to issuance of the solicitation. The Government will not reimburse any costs incurred in response to this posting; all costs associated with responding will be solely at the interested parties' expense.

The Government believes NAICS code 541330, Engineering Services, is appropriate for these two (2) requirements. The small business size standard is $22.5 million. Should one be issued, the Goverment estimates a solicitation for each requirement will be issued on or about 13 December 2022.

The Government intends to issue one solicitation for each requirement, and one firm fixed-price contract to the successful offeror of that solicitation in particular. Each solicitation would be 100% set aside for small business concerns. In accordance with FAR 36.204, the disclosure of magnitude for each project is as follows:

FXSB 21-1054: Between $100,000 and $250,000.

FXSB 21-1055: Between $500,000 and $1,000,000.

Work to be performed under each project includes:

- Architectural Design

- Structural Analysis

- Structural Interior Design

- Seismic Analysis

- Accessibility (under Americans with Disabilities Act) Analysis

- Hazardous Materials Survey

- Anti-Terrorism/Force Protection Survey

- Design with the following disciplines/considerations:

- Civil

- Structural

- Mechanical

- Electrical

- Plumbing

- HVAC

- Fire Protection

- Sustainability

- Cost Estimating

Please see draft copy of the Statement of Work for each project for more details. Interested offerors are encouraged to complete the attached Standard Form 330, Architect-Engineer Qualifications. Once a solicitation is issued, the SF 330 is mandatory and will be used as part of the evaluation of Offeror's qualifications, in accordance with FAR 36.6. The Past Performance Questionnaire, while not mandatory, may be beneficial for evaluating past performance.

Elmendorf AFB is approximately 11 miles northeast of Anchorage, Alaska.
