Presolicitation Notice



FTQW049093, Base Civil Engineer Pavements and Grounds Facility





The USPFO for Alaska intends to issue an Invitation for Bids (IFB) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction of a Base Civil Engineer Pavements and Grounds and associated utility corridor facility by utilizing conventional design and construction methods to accommodate the mission of the facility. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD Antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements: provide a pre-engineered steel-framed structure with metal panel walls and a metal standing seam roof. Provide insulated overhead sectional doors, a small hoist, and compressed air. Install utility metering and connect to Direct Digital Control System. Work also include demolition of the existing distribution lines and supporting facilities. Remove Asbestos Containing Material and lead paint within the utilidor system and manhole. Approximate facility size is 8,000 SF.



OPTION 1: Utiliduct Extension - Contractor will furnish all labor, supplies, parts, transportation, tools, equipment, and facilities necessary to perform work required to extend the utiliduct to an adjacent building IAW with the SOW, Division 1, and specifications for project no. FTQW04-9093 provided by the AE firm dated 05/18/2021



OPTION 2: Construct Covered Material Storage Area - Contractor will furnish all labor, supplies, parts, transportation, tools, equipment, and facilities necessary to perform work required to construct a small covered storage area for sand and gravel IAW with the SOW, Division 1, and specifications for project no. FTQW04-9093 provided by the AE firm dated 05/18/2021.



The contract duration is approximately 300 days after notice to proceed, and will be further specified in the IFB. This project is set aside 100% for small businesses. The North American Industry Classification (NAICS) is 236220, with a size standard of $45,000,000.00. IAW FAR 36.204(g), the magnitude of construction is between $5,000,000 and $10,000,000.





Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded.”





The tentative date for issuing the IFB is on-or-about 5 Mar 2023. A site visit will be held at a date and time specific in the IFB. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the IFB.





The bid opening date is scheduled for on-or about 17 April 2023. Actual dates and times will be identified in the IFB. Interested offerors must be registered in the System for Award Management (SAM). The IFB and associated information and the plans and specifications will be available only from the Contract Opportunities page at SAM.gov.
