COMBINED SYNOPSIS/SOLICITATION



This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

The solicitation number is 70Z03523-Q-00000098 and is issued as a Request for Quotation (RFQ).



The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04.



This acquisition is set-aside 100% for SMALL BUSINESS.



Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror” or a derivative of that word appears, it is changed to "quote/quoter” or a derivative of that word.



The associated NAICS code is 561621 and the small business size standard is $22 million.



USCG Base Ketchikan has a requirement to purchase:




  1. PROPOSAL:


    1. The contractor is to provide a proposal to include all equipment, labor, and materials needed to replace the existing rolling gate, add barbwire on top of the new gate with a top guard at an outward 45-degree angle, and replace rollers to match the upper base gate rollers. The contractor must install an operator and safety sensors to match the Upper Base gate make and model which is a Lift master SL3000. The contractor will make sure the gate is straight and is perfectly aligned on the rollers. Contractor shall use all new hardware, electronics, wiring and chains for the new gate and rollers. Contractor is to provide brackets to catch the gate at full closure that prevent the gate from being pushed or pulled manually in a perpendicular motion to the fencing and allows entry or bypassing. Contractor may reuse the existing metal brackets as needed or provide new style. The current brackets will need to at minimum be cut off and rewelded closer to the post to which they are currently welded. Base Ketchikan Electrician will make all final electrical connections between the motor and electrical service for the operator. After removing the old motor/operator, it shall be turned over to Base Ketchikan to remain as Coast Guard property.

    2. Contractor shall fix top guard immediately in front of guard shack to bring this area to 8ft high modifying the top guard to be at a 45-degree outward angle with tightened barbed wire.

    3. Contractor is to repair existing manual gate to make it 7ft high with a top guard at 45-degree outward angle which brings the gate plus top guard to a total vertical height of 8 ft that does not interfere with gate operation.

    4. Contractor shall provide proof of experience and qualification to perform work. Requirement of three years of high security fence installation/fabrication experience in the previous five years.








  1. SCOPE:


    1. Provide labor, equipment, supplies, and materials to install a new 8 ft tall by 15 ft opening sliding gate with 3 rows of barbed wire for the Lower Base Alpha gate. The Contractor is responsible to remove the existing gate and dispose of it, provide structural bracing with a bow on the new gate, and replace the existing rollers to match Teflon sealed rollers such as are on the upper Base gate. Install a Lift master SL3000 along with safety sensors matching the Upper Base gate. Safety sensors are to be place at a height of 18” to 24” off the ground. There is also an existing bracket that is used to catch the gate when it closes. This is necessary as the existing condition of the gate causes the gate to deviate from a straight path as it closes. Once the gate is straightened out, the bracket will not be needed at its current position. The contractor is to cut the bracket and weld the bracket closer to the existing closing pole (or provide alternate brackets) where the brackets are currently located. The barbed wire is to be installed on top guards which are angled at 45-degrees outwards.

    2. There is a section of fencing immediately in front of the guard shack at Alpha that has barbed wire not properly installed. The contractor is to straighten this portion of barbed wire and make it tight as well as making the strands be at a 45-degree outward angle.

    3. There is also a manual gate just south of the guard shack which does not meet security height requirements as it stands. The contractor is to extend the paneling to reach 7ft and add a top guard with 3 rows of barbed wire at a 45-degree angle to increase the vertical height of the manual gate to 8ft total.






  1. TECHNICAL REQUIREMENTS:


    1. The contractor shall verify all measurements and ensure sufficient security will be obtained with gate installation.

    2. Gate reinforcement shall be manufactured with Schedule 40 pipe in accordance with current industry standards for high security areas.

    3. Any Gate fabric used shall be 9 gauge or thicker wire with twisted selvage in accordance with current industry standards for high security areas.

    4. Gate Operator shall be rated for high traffic use of 25 or more cycles per hour. Submit specs for approval.

    5. All weather exposed materials shall be constructed with, or coated with, suitable anticorrosion protection finish either by design or by application of protective coating. Location of installation shall be considered for typical and high energy storms in Southeast Alaska with regard to wind, rain, snow, and ice conditions.

    6. All rollers and gate support shall be made from heavy duty materials and shall be weatherproof in design to prevent corrosion and seizing of bearings. All bearings shall be equipped with grease fittings to facilitate routine maintenance by Base Ketchikan personnel. Contractor has the option to provide sealed bearing style rollers provided they are weather rated for rain and freezing conditions experienced in Ketchikan, AK. Contractor will provide submittals for review and approval prior to installation.






  1. GOVERNMENT FACILITIES AND UTILITIES:


    1. Electrical power is available on the site; the Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded. Telephone services will not be available for use by the contractor.






  1. MATERIALS AND LOCATIONS:


    1. Deliver materials to site in an undamaged condition. Store materials off the ground to provide protection against oxidation caused by ground contact.

    2. The Contractor is required to comply with local VOC laws and regulations. All applicable Material Safety Data Sheets shall be made available upon request.





AR 52.237-1 -- Site Visit (Apr 1984).



Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

  1. SCHEDULE OF WORK:


    1. The Contractor shall perform all work during normal base work hours. The base normal working hours are 7:30 am to 4:00 pm, Monday through Friday. If the contractor is going to work outside normal working hours, permission must be obtained from the COR.
