Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached.



The solicitation number is 70Z035-23-Q-0000067 and is issued as a Request for Quotation (RFQ).



The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04.



Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror” or a derivative of that word appears, it is changed to "quote/quoter” or a derivative of that word.

USCG Sector Anchorage a requirement to purchase:



Requirements:



Scope of Work: This scope of work has been drafted in support the build out and development of Sector Anchorage’s Unmanned Aerial System program. This will include policy development, personnel training, and mission planning in support of Geographic Response Strategy (GRS) validation, shoreline mapping, infrastructure inspection, and site assessment.



Roles and Responsibilities:



Contractor agrees to provide remote sensing expertise to support the development of a comprehensive UAS program policy. This instruction will incorporate training requirements, mission planning, data processing, and data management. In addition to the main instruction there will be a series of annexes which cover the following areas;




  • Oil spill response and exercises

  • GRS validation and 2D mapping

  • Infrastructure assessment and 3D rendering

  • Search and rescue



UAS Policy Development:



Develop comprehensive UAS policy to address general requirements, training, certifications, preflight checks, and mission planning. This policy will also include separate annexes outlining mission specific requirements, data processing, and display. Policy must align with CG-7114 policy and procedures.



Unit wide UAS training:



Serve as technical point of contact for Sector UAS program managers. Provide outline of training requirements for UAS certifications as well as mission planning, drone specific operation, data capture, and data processing. Provide a multi-day in person training in Anchorage for approximately 30 members.



Travel to/from remote site:



The travel related expenses are for transportation to the work site. This task includes the travel to and from site (Anchorage, Alaska), time on site coordinating with FAA, and other travel related costs required to support this effort.



Training and oversight of USCG UAS Teams:



Provide training and oversight of deployed Coast Guard teams who will be flying UAS. Ensure all federal and state regulations are followed and that all data is captured properly. Assist in tribal outreach and coordination flight operations to ensure that areas of local concern are addressed as well.



UAS Data Processing, Delivery, Archive and Reporting:



This work is to convert the raw UAS-collected imagery in vicinity of GRS locations into geospatial data products that can be consumed by USCG Sector Anchorage and integrated with GRS updates hosted by the State of Alaska and/or the National Oceanic and Atmospheric Administration (NOAA) common operational picture Arctic ERMA. This work includes;




  • Archiving all collected UAS footage,

  • Processing all UAS footage as either a static, georeferenced mosaic or as a video for embedding into GIS-like common operational pictures,

  • Delivering georeferenced data products to USCG Sector Anchorage and the either the State of Alaska or NOAA as per USCG data management agreements.

  • Provide input to USCG reporting requirements

  • Develop and deliver presentations of related information in support of USCG



Assumptions:



All field work is weather dependent. If the work is postponed due to weather or other conflicts, alternative dates for the data collection effort will be determined between the contractor and USCG Sector Anchorage.



Consultation Specifications:




  1. The ability to support USCG Marine Environmental Response Manual, COMDTINST M16000.14 Validation Level II.

  2. Available for Period of Performance: August 1, 2023 to September 30, 2023.

  3. Ensure compliance with FAA Part 107 Operations.



Data Processing Specifications:




  1. Collect still and video imagery of Geographic Response Strategy sites as directed by USCG.

  2. Process imagery data for inclusion into Arctic and Western Alaska Area Contingency Plan, Environmental Response Management Application (ERMA), and NOAA Shore Line.
