Synopsis:

This is a notice of intent to award a sole source contract to ORBITAL Communication Systems, Inc. located at 716 S. Military Trail, Deerfield Beach, FL 33442 2420. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA)/National Environmental Satellite, Data, and Information Service (NESDIS)/ Acquisition and Grants Office (AGO)/Satellite Information Acquisition Division (SIAD) has a requirement for warranty and technical support services for four (4) Antenna Interface and Positioner Interface Units, Model AL-37-5318-ACU-01 KIT37-0919 for the operations at Wallops Command Data Acquisition Station (WCDAS), Wallops, VA and nine (9) Antenna Interface and Positioner Interface Units, Model AL-37-5318-ACU-01 KIT37-0919 for the operations at the Fairbanks Command Data Acquisition Station (FCDAS), Fairbanks, AK for antenna systems operations to acquire, track, and capture critical satellite weather and environmental data.

A single source determination is being prepared in accordance with FAR 13.106-1(b)(1), only one source is reasonably available due to the required compatibility with existing systems or equipment (Antenna Control Unit (ACU)). This requirement will have a base period of performance of twelve (12) months with one (1) 12-month option period and the Government anticipates award in March 2024. This notice is not a request for competitive quotes or proposals; however, vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services may submit substantiating written documentation to the Contracting Officer and Contract Specialist listed below within five (15) business days of this notice. Information received will be considered solely for the purpose of determining whether, and how, to proceed with the planned sole source acquisition for these requirements. A determination by the Government not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Government.

All written documentation shall include a statement of capability, including detailed technical information demonstrating the company’s ability to meet the above compatibility and warranty equipment requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements.
