1. The 673d Contracting Squadron is seeking qualified and experienced sources for a contemplated solicitation for the maintenance, repair, and inspection of the existing Energy Management and Control System (EMCS) on Joint Base Elmendorf-Richardson, located in Anchorage, AK.

2. The North American Industry Classification System (NAICS) for this potential acquisition is 238220, with a size standard of $19,000,000.00. The Government is contemplating a brand name, firm-fixed price contract with a base year period of performance of one year, plus four option years.

3. This potential acquisition is being considered as unrestricted.

4. This notification serves three purposes: (1) to notify potential offerors of the Government’s intent to solicit a brand name only component under future service; (2) to identify potential sources that can provide the brand name only item and/or equivalent; (3) notification of the Air Force’s intent to contract sole source for a brand name only if the market in unable to provide “equivalent” products.

5. The Government is requesting that interested parties capable of satisfying the draft requirements identified in ATTACHMENT 1 furnish the following information:

h. Data Universal Numbering System (DUNS) Number

i. Socio-Economic status

j. Overview of your company with brief information on recent (within past five years) experience with EMCS, particularly the type of contract performed, the dollar value of the contract, and the location of the contract.

k. For proposed “or equal” products/systems please describe how the product/system is compatible with the existing Automated Logic Corporation brand type system and how seamless integration can be achieved, to include the ability to obtain factory authorized technical support for the existing system.
