An amendment (0001) has been issued to the solicitation to replace the Statement of Work to include the spill prevention plan update requirements. (Please make sure to annotate acknowledgement on page 2 of the solicitation of this amendment in your bid.)



We have also included two (2) new documents…




  1. The current Facility Response Plan - the selected contractor will be required to update and have it signed, and stamped by a qualified engineer.



2. Questions and Answers - the questions and answers that were a result of the Contractor Walkthrough site visit on 21 March.



As a result of the amendment and added documents, the new date bids are due is 12 April 2023

Please note: On 3/16 we added two (2) documents/attachments to this solicitation. These documents are technical references for installation practices, materials, testing, welding, etc. for potencial contractors to use for the design build of the project.

The Federal Aviation Administration (FAA), Southern Region, AAQ-570 located in College Park, GA, is issuing Screening Information Request (SIR) # 697DCK-23-R-00143 for the Biorka Island AK, Fuel Cargo Line project. The selected Contractor shall furnish all labor, product, equipment, materials, transportation, and supervision, and any other costs associated with the Biorka Island Fuel Cargo Line project – Biorka Island, AK in accordance with the statement of work, specifications and project drawings described in Section J of this SIR.





THIS IS A TOTAL SET-ASIDE FOR TOTAL SMALL BUSINESS CONCERNS ONLY.





The NAICS code for this acquisition is 237120 Oil and Gas Pipeline and Related Structures Construction, and the small business size standard of $45M.





There is a site visit on March 21, 2023 at 10:00am. Attendance is HIGHLY RECOMMENDED.

To attend the site visit, advanced notice via Paul.shibe@faa.gov and/or at 202-510-8333 or 907-269-1154 is required by March 17, 2023 to the site visit POC listed above. You are required to provide your company’s representative's name.





Transportation, scheduling, and expected costs to and from the meeting point may be coordinated with the POC named herein.





Please see clause SA18 Proposal Content in Section L for instructions on submitting a bid.
