INTENT TO AWARD TO A SINGLE SOURCE

NOAA's NMFS, Alaska Fisheries Science Center intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with LECO corporation, 3000 Lakeview Avenue, St. Joseph, MI 49085.

The nutritional ecology laboratory requires an automated moisture analyzer for the measurement of moisture content in various marine species.

Requirements: Base Need

1. Automated moisture analyzer and Workstation

1. Must include two units connected to single workstation


2. Must be capable of analyzing up to 19 samples in one batch on each unit


3. Must be capable of supporting a dual furnace arrangement


4. Must be capable of determining moisture content in a single run


5. Must be capable of a nominal mass of 1 g


6. Must be capable of accommodating up to 7 g of sample


7. Must have a resolution of 0.0001 g


8. Oven must have a maximum temperature of greater than or equal to 175 °C


9. Must be powered by either a standard 120v or 230v supply


10. Must include any software required for operation of the instrument

Only one source is capable - FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. (The Auke Bay Laboratories Recruitment Energetics and Coastal Assessment (RECA) program requires a LECO TGM800 Thermogravimetric Analyzer to interface with existing equipment. The RECA chemistry lab currently uses a LECO TGA700 & 801s Thermogravimetric Analyzer for moisture determination and proximate analysis of samples. Recently our TGA700 malfunctioned and are not repairable due to the age of the equipment and LECO no longer servicing the units. We have a large stock of parts which are specific to these instruments and acquiring a LECO TGM800 will allow interchangeability of parts, streamlining maintenance and lowering operating costs and stocks. Additionally, only the LECO TGM800 can interface fully with the above described equipment and utilize all software control features inherent in the system.

The RECA chemistry lab currently uses a LECO TGA700 & TGA801 Thermogravimetric Analyzer for moisture determination and proximate analysis of samples. Only LECO intruments can interface fully with the above described equipment and utilize all software control features inherent in the system.

LECO has confirmed they are the manufacturer and direct sell.

Award for this requirement will be issued immediately in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No potential alternate sources exist which could satisfy these requirement.
