SEAFAC SITE VISIT AND INDUSTRY DAY CONFERENCE INSTRUCTIONS



The Naval Surface Warfare Center Carderock Division (NSWCCD) invites all interested vendors to attend a Site Visit and Industry Day in preparation for the solicitation of the Southeast Alaska Acoustic Measurement Facility (SEAFAC) Operations Support Contract to be performed in Back Island, Alaska, approximately 12 miles north of Ketchikan, Alaska. This site visit is intended to give prospective offerors the opportunity to familiarize themselves with the support requirements and facilities at Back Island (guided tour) and to provide them with a presentation of the technical and acquisition details related to this effort. A draft SOW is attached to this notice for reference.



NOTE: It is the intention of the Government to procure these services using FULL AND OPEN COMPETITION.



WHEN & WHERE: Tuesday, 16 May 2023. Check in at 11:00am AKDT at “Knudson Cove” Address: 407 Knudson Cove Rd Ketchikan, AK 99901 (Map Attached to this announcement).



The boat is scheduled to leave Knudson Cove at 11:15am AKDT (approximately 20 minute boat ride to the base at Back Island, Alaska). The boat will return to Knudson Cove at approximately 2:30pm AKDT at the conclusion of Industry Day activities.



REGISTRATION DEADLINE: 05 May 2023.



REGISTRATION INSTRUCTIONS: Prospective attendees MUST email andrew.m.wall.civ@us.navy.mil (Email Subject Line: “SEAFAC Industry Day”) with the attendee’s full name as it appears on a Government-issued picture ID. Additionally, attendees must list their company name, CAGE code, physical address, email address, and phone number. Companies are limited to three (3) attendees each. Attendees must be United States Citizens. Authorized ID's for base access include a (1) a CAC, or (2) Both a Driver's License & Birth Certificate, or (3) A Passport or Passport Card.



NOTE: Most state issued realID equivalents do not meet Federal requirements.



If the attendee is able to show a CAC on the day of the event, no other ID or request form is needed for base access. For attendees who will not be able to show a CAC, the Government will need either a visit request through DISS or a form DD-5512 filled out and submitted for that attendee by the registration deadline in addition to an authorized ID which must be presented on the day of the conference. The form DD-5512 and DISS instructions are attached. ID’s will be checked prior to boarding the boat to Back Island. Failure to comply with the registration instructions above will result in denial of base access. Closed toe shoes are required. No cameras or recording devices will be allowed on the tour. A phone/device check-in will be available on site. No food or drink will be provided/available.



The Site Visit and Industry Day will be comprised of a technical and acquisition related presentation, followed by a guided tour through the facility. Questions related to any element of the information presented will only be accepted in writing and answers will be posted publicly after the completion of Industry Day.



Attendance at Industry Day is NOT a requirement and in no way prohibits any company from submitting a proposal in response to any forthcoming solicitation. The Government intends to post the presentation slides from the meeting as well as all documented questions and answers to SAM.gov. Due to location constraints, virtual attendance will not be an offered.

Sources Sought Announcement



Southeast Alaska Acoustic Measurement Facility (SEAFAC) Operations Support



Anticipated Solicitation Number: N0016723R0003



Agency: Department of the Navy



Office: Naval Surface Warfare Center Carderock Division



This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement. The Naval Surface Warfare Center Carderock Division is conducting market research to determine industry capability and interest in performing the SEAFAC Operations Support Contract. The Carderock Division is especially interested in determining small business capability and interest. The Government is seeking responses from sources that can perform and/or provide all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary as outlined in Attachment (1) and Attachment (2) at the SEAFAC Facility located at Back Island, Alaska approximately 12 miles north of Ketchikan, AK. This effort is anticipated to have a base year with up to four option years, and is anticipated to begin in fiscal year 2024.



As part of this announcement, the Government has provided an early draft outline of the work anticipated to be completed under the contract in Attachment (1) and a draft personnel qualifications list in Attachment (2).



Please note the following as it pertains to the anticipated effort:



North American Industry Classification System (NAICS) Code: 561210 – Facilities Support Services



Small Business Size Standard: $41.5 Million in Average Annual Receipts (For more information about Size Standards, refer to http://www.sba.gov.)



Anticipated Contract Type: Cost-Plus-Fixed-Fee (CPFF) and Cost Only Pricing Arrangements



How to Submit Responses: Interested companies should submit by email a notice of interest that includes the 1. Company name and mailing address, 2. Point of contact with telephone number and email, and 3. Company cage code and DUNS number. Submittals should be made to the Contracting Officer, Andrew Wall, by email at andrew.m.wall.civ@us.navy.mil. The subject Line of the email should be titled: “SEAFAC Sources Sought Response”



When to Submit: Responses are requested no later than 11:00AM PST on 16 December 2022.



Notice Regarding Sources Sought: Please note that this sources sought announcement is for information purposes and to identify potential sources. This notice does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government of any kind.



Other: The Government will not pay for any effort expended or any material provided in response to this announcement, or for any follow up information requests, nor will the Government return any data provided. Future information, if any, will be posted on SAM. Information provided shall be treated as Business Sensitive or Confidential to the responder. All information shall be provided free of charge to the Government. The Government may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.



What to Submit: The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in Attachment (1) and Attachment (2), and answers to the following 15 specific questions. Please limit your response to no more than 8 pages combined.



1. Has your company provided support items/services similar to those identified in Attachment (1) and Attachment (2) for either private industry or the Government?



2. Does your company regularly engage in the business of providing such services (>30% of all work performed)?



3. Identify your company’s socioeconomic size status as specified in the System for Award Management (SAM) for NAICS 561210. Does your company qualify as: 8(a), SDB, HUBZONE, VOSB, WOSB, SDVOSB, Large, or OTHER?



4. Does your company currently possess employees capable (licensed/certified, if required) of performing the type of effort identified in the attached requirements?



5. Do your company’s employees currently possess security clearances, or would your company be able to obtain such clearances if required for the anticipated work?



6. Does your company currently perform work in/around the area of Ketchikan, AK?



7. Is your company familiar with the demographic, economic, and labor profiles of the geographical area?



8. Does your company intend to submit a proposal?



9. Would your company intend to provide the required support as the prime contractor or as a subcontractor?



10. What percentage of the overall requirement would your company intend to perform as the prime contractor?



11. Would your company be interested in attending an Industry Day in/around the area of Ketchikan, AK?



12. Are there any barriers preventing your company from submitting a proposal, such as; contract type, contract size/value, profit, scope, health of economy, or other?



13. Are any of the specific performance requirements or personnel descriptions overly restrictive in such as manner as to prevent your company from submitting a proposal?



14. Please list up to 5 contracts that your company is currently performing (or has performed within the past 5 years) with the same/similar work requirements as those identified herein, and indicate the level of similarity (high/low) to the effort in scope. For all references, please include the contract number, a brief description of effort, and name/phone/email of any POCs.



15. OPTIONAL: If applicable, please provide feedback regarding the clarity and comprehensiveness of the attached requirements.
