THIS IS A SOURCES SOUGHT NOTICE ONLY FOR 2023 TREE AND BRUSH CLEARING AT CHENA RIVER LAKES FLOOD CONTROL PROJECT, NORTH POLE, ALASKA. PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. THIS IS NOT A PRE-SOLICITATION.



THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The Alaska District of the U.S. Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy prior to releasing a solicitation for this anticipated project. The determination of acquisition strategy lies solely with the government and will be based on market research and information available to the government from other sources. PLEASE NOTE THAT THIS SOURCES SOUGHT IS FOR INFORMATION ONLY AND DOES NOT CONSTITUTE A SOLICITATION FOR COMPETITIVE PROPOSALS AND IS NOT THE BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. However, all interested parties who believe they can meet the requirement are invited to submit information describing their capability to provide the required services.



DESCRIPTION OF WORK: The Contractor shall furnish all labor, equipment, materials, supplies, transportation, fuels and other items necessary to clear and remove or chip trees and brush within the Chena River Lakes Flood Control Project located 18 miles east of Fairbanks, Alaska near the community of North Pole. An approximate total of 3 acres comprised of 4 separate clearing areas will be cleared within the project. All trees and brush in each area will be felled and masticated to ground level. Tree species vary from pure to mixed stands of white birch, balsam popular, white spruce, black spruce, tamarack, willow, and alder.



All trees and brush less than 6-inches DBH (diameter breast height) will be completely masticated to chips no larger than 3 foot long by 3 inches wide and left on site. Tree species vary from pure to mixed stands of white birch, balsam popular, white spruce, black spruce, tamarack, willow, and alder. The Contractor can expect to encounter soft, boggy ground and standing water within the treatment areas where equipment access may be difficult. All spruce and birch trees that are 6 inches DBH and greater will be felled at ground level, limbed and topped to a 4-inch diameter top and stacked in designated areas for public firewood. These firewood trees will be stacked in neat horizontal piles. Stacked piles will include no more than 30 trees per stack in areas where stem density is heavy. All tops and limbs will be reduced to chips. Trees felled outside the boundary of the area to be cleared will be dragged back in and salvaged or chipped depending on diameter and species.



All areas may contain various water features, rocks, culverts, steel relief wells, PVC piezometer well pipes, concrete structures, steel structures, survey monuments and markers, ruts, and irregularities which will require working around and may make access challenging.



The resulting contract will be firm fixed price. The Service Contract Act will apply. Estimated award date is April 2023.



If this contract action is cancelled, all proposal preparation costs shall be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (www.sam.gov) to be eligible for a federal contract award. Offerors are advised to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award.



The North American Industrial Classification System (NAICS) code is 238910, Site Preparation Contractors, which has a size standard of $19.0 million. Interested vendors are requested to respond to the primary point of contact by e-mail with the following information:
