Synopsis:

The purpose of this Request for Information (RFI) is to invite industry feedback for Mineral Appraisal services on the Cordova Ranger District, Alaska. See Performance Work Statement attached below. Responses may be emailed to john.wright2@usda.gov and Stacy.doutt@usda.gov . In additional, the requiring program and contracting, are hosting an Industry Day on Microsoft Teams, see link above.

Responders are invited provide feedback on standard commercial practices for mineral rights appraisals similar to this requirement. Responders may provide materials related to their capabilities to fill the requirement described below. Responders should provide whether their level of interest and current capability is to fulfill the entire scope of the effort, or limited aspect of the effort.

This is a Request for Information (RFI) for planning purposes only, as defined in FAR 15.201(e). This is not a solicitation for proposals. Responses to this not are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Background and objective:

This is a non-personal services contract for Appraisal Services of the Bering River Coalfields (BRC) within Cordova Ranger District of the Chugach National Forest. For approximately 11,920 acres of the sub-surface interest (coal rights) held by Korea-Alaska Development Corporation (KADCO). The Subject property represents the remaining unprotected property of the 73,000-acre BRC region. Although the 11,920-acre BRC (“Subject Property”) represents 16% of the total area, it contains 99% of the marketable coal resources. The Government seeks appraisal services for the mineral value of coal only for the subject property.
