The U.S. Coast Guard is looking for sources which would be interested in performing dockside repairs for Coast Guard Cutter ALEX HALEY.
The performance period of this upcoming dockside is projected to start May 1 - 22, 2023 and end June 25 - July 16, 2023. The total length of the performance period is 55 days.
It is anticipated requests for quotes will be issued around 13 March 2023.
Coast Guard Cutter ALEX HALEY is a 280’ 8” WMEC cutter home ported in Kodiak, AK. There are approximately 11 work items in the requirement and the draft specification is attached.
All repairs will take place at the cutter’s homeport.
Companies which would be interested in submitting a proposal for this requirement should reply to this sources sought notice noting their business size status such as large business, small business, HUBZone, Service-Disabled Veteran-owned, Women Owned Small Business etc…. Further if there are no past performance evaluations on file in the Past Performance Information System Retrieval database, contractors should provide a couple past performance references including the following information: contract numbers, project titles, dollar amounts, points of contact and telephone numbers.

Shortly after receiving responses the Coast Guard will determine if this requirement will be set aside, unrestricted, or restricted. After the determination a request for quote will be posted to www.sam.gov.
The NAICS Code is 336611. The small business size standard is less than 1250 employees.
Contractors are reminded that in the case of a HUB Zone set-aside, FAR 52.219-3, "Notice of HUBZone Set-Aside or Sole Source Award" would apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small businesses. Contractors are also reminded that in the case of a Service-Disabled Veteran-Owned Small Business Set-Aside, FAR 52.219-27, "Notice of Service-Disabled Veteran-Owned Small Business Set-Aside" would apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other service disabled veteran owned small businesses.
Additionally, regarding FAR 52.219-30 "Notice of Set A-Side For Women-Owned Small Business Concerns…": A women-owned small business (WOSB) concern eligible under the WOSB Program, means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
Notice:
This requirement is for a vessel that is homeported in Coast Guard District 17 (the State of Alaska). It is anticipated that this requirement will be solicited in accordance with the National Defense Authorization Act (NDAA) fiscal year 2021, Section 8220 VESSEL CONVERSION, ALTERATION, AND REPAIR PROJECTS.
- SEC. 8220. VESSEL CONVERSION, ALTERATION, AND REPAIR PROJECTS.
(a) IN GENERAL.—Notwithstanding any provision of the Small Business Act (15 U.S.C. 631 et seq.) and any regulation or policy implementing such Act, the Commandant may use full and open competitive procedures, as prescribed in section 2304 of title 10, United States Code, to acquire maintenance and repair services for vessels with a homeport in Coast Guard District 17.
(b) APPLICABILITY.—Subsection (a) shall apply only if there are not at least 2 qualified small businesses located in Coast Guard District 17 that are able and available to provide the services described in such subsection.
(c) LIMITATION.—The full and open competitive procedures described in subsection (a) may only be used to acquire such services from a business located in Coast Guard District 17 that is able and available to provide such services.
