Notice of Consumer Input Hearing

The REGULATORY COMMISSION OF ALASKA (Commission) is seeking further input on applications filed by SEMCO Energy, Inc. and Alaska Utility Holdings Inc. for approval to transfer (1) Certificate of Public Convenience and Necessity (Certificate) No. 4 from ENSTAR Natural Gas Company to ENSTAR Natural Gas Company, LLC, (2) Certificate No. 141 from Alaska Pipeline Company to Alaska Pipeline, LLC, and (3) a 65% controlling interest in Cook Inlet Natural Gas Storage Alaska, LLC to Alaska Utility Holdings Inc.

Dockets U-22-032 and U-22-033 were opened to address the applications, and the Commission received initial public comments in support of the applications and expressing concerns. To allow additional comment on the applications, the Commission scheduled a consumer input hearing to convene at 9 a.m. and to tentatively conclude at 10 a.m. on Tuesday, November 8, 2022. Members of the public should be prepared to limit their comments to 5 minutes or less.

The consumer input hearing will be held in the Commission’s East Hearing Room at 701 West Eighth Avenue, Suite 300, Anchorage, Alaska. Those wishing to participate may attend in-person or may participate via Cisco Webex video conferencing. Those wishing to participate via Cisco Webex video conferencing should email the Commission at loa.rca@alaska.gov to request an invitation by 12 p.m. November 4, 2022. On the day of the consumer input hearing, those wishing to participate in-person and provide oral comment will need to enter their names on a sign-in sheet in the East Hearing Room. Those wishing to participate via Cisco Webex and provide oral comment will need to enter their names in the chat box in Cisco Webex. Written comments may also be submitted by electronic mail at rca.mail@alaska.gov with the subject including “U-22-032 public comment” and/or “U-22-033 public comment.” Written comments must be received by 5 p.m. on November 8, 2022.
