AS NEEDED PLANNING AND ENVIRONMENTAL LINKAGE (PEL) SERVICES FOR THE TRIANGLE COMMUNITY ROAD
The Department of Natural Resources, Office of Project Management and Permitting (OPMP), is soliciting proposals to provide as needed Planning and Environmental Linkage (PEL) Study services. The initial project will be for completing a PEL study for the “Triangle Community Road” – all season road connecting the communities of Utqiagvik, Atqasuk, and Wainwright. A more detailed description including Scope Of Work is provided in SECTION 3.
PRIOR EXPERIENCE: For offers to be considered responsive, offerors must meet these minimum prior experience requirements:
Minimum of five years:
- Experience in writing Planning Environmental Linkage studies (or similar form of environmental; review/analysis (i.e. Environmental Impact Statement – EIS);
- Experience in conducting community level stakeholder engagement in the North Slope Borough;
- Experience permitting field activities in NPR-A and surrounding area;
Minimum 3 years minimum experience and the ability to conduct, assist, or permit the tasks listed below:
- Acquire LIDAR and imagery
- Wetlands Mapping
- Fish and Wildlife Surveys
- Cultural Resource Surveys
- Hydrology/Water Use Studies
- Geotechnical Surveys
- Any other surveys or studies needed for PEL Study, engineering and/or route analysis

DEADLINE FOR RECEIPT OF PROPOSALS: Proposals must be received no later than 2:00 P.M. prevailing Alaska Time on April 12, 2023.
DEADLINE FOR QUESTIONS: Questions must be received no later than 2:00 P.M. prevailing Alaska Time on April 3, 2023.
