HAARP Generator Maintenance Term Contract

The University of Alaska Fairbanks, hereinafter called “University”, is seeking proposals from contractors interested and qualified in providing annual maintenance, inspection, and repair of power generators at the University of Alaska Fairbanks Troth Yeddha’ Campus High-Frequency Active Auroral Research Program (HAARP) facility located at MP Mile 11.3 of the Tok Cutoff, Gakona, Alaska.

Contracts will be awarded to create a pool of up to three (3) service term contractors to perform services related to general maintenance, inspection, and repair of multiple diesel engine generators. The work shall be of a reoccurring nature, with delivery, schedules, and quantities indefinite. Total annual contract amounts shall not exceed $300,000, with each individual service not exceeding $100,000 and no guarantee of a contract minimum. Initial term will be from date of award through December 31, 2024, and four (4) one-year options to renew through December 31, 2028.

Selection Process and Basis for Award: Proposals will be evaluated based on Performance and Price Proposals. Only Offerors meeting the minimum requirements outlined in Section C – Proposal Evaluation will be considered during evaluation of Price Proposals. The University intends to award contracts to the responsive, responsible Offerors whose proposals, conforming to the RFP requirements, receive the highest total number of evaluation points, price and other considered factors.

RFP documents may also be viewed by appointment only at the office of Division of Design and Construction, University of Alaska, 1850 Tanana Loop, Lola Tilly Building, UAF Campus, Fairbanks, Alaska. Offerors must register through the website to be notified of addenda and to submit proposals. The Offeror is responsible for periodically checking the site for addenda or additional information for the project.

RFP Inquiries: Inquiries and questions relating to this RFP must be submitted on the Bid Express website at the website address given above no later than five (5) days prior to the deadline for proposal submission.

Pre-Proposal Conference: There will be no Pre-Proposal Conference.

Deadline for Submission of Proposals: Proposals must be submitted to the University on the Bid Express website as specified in the Instructions to Offerors, no later than 5:00 p.m., Alaska local time, Tuesday, March 26, 2024, to be considered.
