The Department of Transportation and Public Facilities (DOT&PF), Division of Planning and Program Development (PPD), is soliciting proposals from vendors to result in the award of up to five (5) contracts to establish a pre-qualified contractor pool for the solicitation and award of individual Notice to Proceed (NTP) to assist DOT&PF in managing a discretionary grants program that involves coordination among multiple agencies, project prioritization, and the submission of nationally competitive applications for discretionary federal grant opportunities; conduct varying degrees of risk-assessments and benefit-cost analysis for projects prior to applying for federal grant opportunities or as part of a grant application; and provide technical grant writing assistance, quality assurance reviews of prepared applications, and prepare complete applications for federal grant opportunities.

To facilitate this work, the Department intends to establish multiple fixed price term contracts with annual adjustments, with vendors deemed responsive and qualified with respect to this Request for Proposal.

Technical Support and Service Tasks

The Term Contract resulting from this RFP will create a pool of pre-qualified Contractors that shall perform and provide services and materials necessary for technical assistance related to assisting DOT&PF with managing its discretionary grant program as proposed in Section 3 of this RFP. This shall include assistance in completing Tasks related to managing and submitting competitive discretionary grant applications. Situations or events that require these services to be performed are typically referred to as a “Task” by DOT&PF. DOT&PF does not guarantee the issuance of a TRFP or award, however DOT&PF estimates 2-5 TRFPs per year. In the event a Task is identified, a TRFPs and awards would be issued only to the pre- qualified pool of Contractors that are awarded a Term Contract resulting from this RFP.

When DOT&PF identifies the need for a Task, a specific scope of work and related terms are developed and issued to the pool of Term Contractors through a Task Request for Proposal (TRFP). The TRFP contains the details specific to a particular event or situation, and identifies the services or Tasks to be rendered at that time. Each Term Contractor then has the opportunity to provide a Task specific proposal, which goes through an evaluation and award process as described in subsection 3.05 below. The award of a TRFP will be accomplished using an NTP.

This solicitation will result in the award of up to five (5) contracts for the needed services.

Proposals must be received no later than 2:00 PM prevailing Alaska Time, on July 13, 2023. Emailed, faxed or oral proposals will not be accepted.
